For first question, we will never know how many candidates they have short listed.
One thing we know is that they will rank the candidates accordingly and will offer the candidates starting from the 1st place down to the last (if no one is taking the offer). That is why sometimes the HR can take ages before they contact you.

For second question, they have a formula to calculate your pay. Your experience, Degree Honours, Local / private school, relevancy to position applied and their budget for that position will determine their offer. If you are paid below your current industries, you can expect some increment, but if you are paid within the bracket, then they might offer you the same as you are earning now.

i attended an interview with a stat board on the 18th dec and my status was in process.

I checked my status again in career gov and the status has changed to shortlisted. does this mean anything?

Depends on the stat board...one listed me as "shortlisted" even without interview and then subsequently rejected...think the first few candidates were successful...

one listed me as "shortlisted" after i have passed the first interview and arranging for final interview.

After get a 1 year contract job offer by the Civil Service... what type of checkup will be done for the medical checkup. How fast will the medical checkup result be released & eventually start work.
