Honours class doesn't determine promotion rate, at least not in the Education service.

Honours class does affect promotion rate because your entry CEP is based on your qualifications. A person with FCH is accessed to be more capable than someone with just a 3rd class honours or a pass degree.
But obviously also dependent on work attitude. If not enthusiastic about taking on higher load and responsibilities, and simply doing the bare minimum, then FCH will not make a difference.

The critical factor is the level of scholarship then follow by individual contributions and performance. Class of honours is not a critical factor.
