People always say high CEP, but realistically it’s just two possible grades right lol. SEO1 and SEO2. So if your CEP is HOD level means considered high already?

Why not SEO3, ss H or even higher? Many top tier scholars are earmarked to be future directors/principals at the minimum.
And moe is an organisation with perhaps more levels than other ministries.
A principal is maybe the equivalent of an army CO, COL rank. VPs are maybe the LTCs. HODs are MAJ. And normal teachers being LTA-CPT.
Above an army COL, there's only BG, 3 MGs and 1 LG.
How many COLs are there in the SAF? How many principals are there across pri to jc?
However, for MOE, principals are still somewhere in the middle. There are still cluster supts, senior director, divisional director, directors for Schools and other groups, deputy DGE, and finally DGE.
TLDR: CEP of certain scholars will be far higher than a mere SEO1,2.

My school panel did raise a really good non-scholar teacher's CEP until this teacher got emplaced on FLP. Such things do happen. And it's definitely higher than seo2.

Just sharing for info. Is it likely for me to get promoted next year? What's the likely increment when GEO4 is reached? Is it also normal to stay in GEO3 for so long? Or is this too slow? I had some medical issues the last few years so I haven't been able to perform my best. I'm afraid of being labeled a low performer moving forwards and struggle to break out of it.

Hihi, i understand that you (me too) wna break out of this cycle (salary & rank similar to u). But i also hear that u have some health issues? I think we focus on ourselves first bc SLs/ moe isnt gg to do that. Health is really more impt than anything. Love simple, happy, healthy. But of course it is easier than said to be done in thi high cost sgp. If u are single/married wo kids. Take a break, go do what makes u happy is mpre impt than anything else.

quit is one thing, but i really do pity those who are left behind. nowadays there seems to be very few replacements because many people still think that there are "excess" teachers
the workload of those who quit will have to be shouldered by the remaining ones left behind
unless everyone mass quit together

Such cases are very rare. The officer must be very outstanding with lots of achievements as evidence, and also lucky enough for all contributing factors to align.
Some of these factors include:
OYEA
Distinction for Practicum
Good relationships with KPs and SLs
Just nice have empty KP position to take up
RO fights hard for the officer during ranking
Consecutive A and B performance grades only
If the officer manages to hit all of these nicely within the first 5 years of this career, there's probably a good chance (but still not guaranteed).
