2012 SALARY REVIEW
The five polytechnics and
ITE carried out a joint salary review in 2012 and we are pleased to announce that the recommendations have been approved by the Ministry of Education. This circular sets out the 2012 salary revision for the following schemes.
(a) Polytechnic Academic Executive (PAX) Scheme
(b) Management Support Officer (MSO) Scheme
(c) Technical Support Officer (TSO) Scheme
(d) Corporate Support Officer (CSO) Scheme
(e) Operation Support Officer (OSO) Scheme
Background
2 In 2008, the five polytechnics and
ITE jointly implemented a common compensation structure for our academic and senior non-academic staff. It is called the Polytechnic Academic Executive (PAX) Scheme. Our generic MSO, TSO and CSO schemes were also aligned with that of the Civil Service. Since then, the polytechnics and
ITE had carried out periodic joint reviews in 2009 and 2010 to ensure that our salary structures would keep pace with changing market movements.
2012 Salary Review
3 The polytechnics and
ITE carried out another joint salary review in 2012. The Civil Service had also revised the salary for some of the generic schemes. The changes are summarised in the following paragraphs.
Polytechnic Academic Executive (PAX) Scheme
4 Eligible staff in the following PAX grades will receive an adjustment to their monthly salaries as follows: PAX Grade Adjustment
PAX 1-2 Up to 2%
PAX 3 Up to 6%
PAX 4 Up to 10%
PAX 5 Up to 8%
PAX 6 Up to 4%
5 The salary ranges for the PAX Scheme have also been revised upwards. Eligible staff will be informed of their revised salaries and salary ranges in writing.
Management Support Officer (MSO) and Technical Support Officer (TSO) schemes
6 In line with the salary revision by the Civil Service for the generic MSO and TSO schemes, eligible staff in the following MSO and TSO grades will receive an adjustment to their monthly salaries:

Up to 15%
7 No adjustment will be made for MSO/TSO Grade II and Grade I as their current salaries are in line with the market.
8 The salary ranges for the MSO and TSO schemes have also been revised upwards. Eligible staff will be informed of their revised salaries and salary ranges in writing.
Corporate Support Officer (CSO) Scheme
9 There will be no salary adjustments for staff in the CSO scheme as their salaries are generally in line with the market.
10 The Polytechnic will adopt the extended MSO grades of MSO VIA, MSOVII and MSOVIII and eligible staff in the CSO Scheme and equivalent Information Assistant (IA) and Library Technican (Lib Tech) Schemes are given the option to be transferred to these MSO grades as follows :

11 Two briefing sessions will be held for the CSOs and IAs to share the details of transfer to the revised MSO Schemes (see schedule below).

Attendants and Senior Attendants
12 In line with the revision for Operation Support Officer Scheme in the Civil Service, Attendants and Senior Attendants in NP will receive an adjustment of approximately 5% to their monthly salaries. The specific adjustments will be made in dollar quanta as follows :

Eligibility Criteria
13 The salary adjustments apply to all serving staff in the salary schemes and substantive grades mentioned above except for the following :
(a) Staff who are on casual employment and or short term contract of less than a year;
(b) Staff who have submitted notice of resignation on or before 1 Apr 2013;
(c) Staff who have notified the Polytechnic that they will not renew their contract as well as those who have been notified that their contracts will not be renewed by the Polytechnic;
(d) Staff who are emplaced on personal-to-holder (PTH) salary points above the maximum of the new salary ranges;
(e) Staff who are given an "E" performance grade; and
(f) Staff who are undergoing disciplinary proceedings or have disciplinary actions being contemplated against them. Their salary adjustment will be withheld. They will not be paid the adjustment if they are eventually dismissed from service.
14 Staff in the CSO/IA/Library Tech schemes will be eligible for the transfer to the MSO grades if they meet the following criteria:
(a) Minimum “C” performance grade.
(b) Not undergoing disciplinary proceeding.
Implementation
15 The above salary adjustments will take retrospective effect on 1 Sep 2012. We will arrange to pay eligible staff the arrears by end Mar 2013.
