Thanks for sharing.
I was told 18 days vacation leaves and need to clear 5 continuous
days leave on that year. Only remaining 13 days can bring
forward to following year. So by the following year,
When do I need to clear the previous year leaves?
Usually for doctor follow up/therapy is submitted as MC or
Vacation leave?

Can bring forward whole year's leave. First year don't need to take mandatory block leave. Only required to clear last year's leave by dec 31 if u have any leftovers.
Doc follow-up usually got time off. Around 17 hours or something. Not under leave or MC if no MC is given.

Everyone of us have to work with someone for procurement no matter which department we are at. All I know is that they claim to be overloaded, but really so does everyone.
End of the day, my suggestion is, overall agency culture and workplace balance is one of the better ones. But everywhere u go, there are bound to be pros and cons. All we can do is bite the bullet, accept or reject, and move on with life it things don't work our.
