Yes I would think so. But likely HR will advice not to throw letter until the LOA is signed.

Now I am having buyer's regret after joining htx for less than 3mths despite telling myself this is probably just the starting. Would I not be considered if I apply to other govt agencies now?

But LOA is only u signed, I dun think will need htx to sign.
So once u sign n submit, is it considered as close and confirm which u can
throw letter ?

If u have a valid excuse to leave, why not? One such excuse i can think of is job scope in the recruitment advertisement does not match actual scope of work. Or path of development does not align with what u want to achieve in the future.
Just make sure that the reason does not put ur current employers in bad light.
