Nothing wrong with using something established outside. But train your people to know the system inside out. Train up your own talents with capability to do the same so you won't be smoked or held hostage by your system providers. This is what is lacking in HTX imo. Management has no issue throwing money. Whether is it justified or not, they really don't care. Whatever the quantum required, just make sure the seek the right level of approval for budget. What a waste of tax payers' monies.

One of the most ridiculous things I've seen during one of those openhouse is the automatic driving car deployed in prisons. They made a booth showcasing this automatic driving car, so I asked the system owner whether the software was developed by HTX, he said no. So did HTX did something to the hardware such that it can be deployed as a autonomous vehicle? Again, answer is no. So basically everything is outsourced, from hardware to software. HTX is only responsible for purchasing and to choose the purple paint / vinyl on the vehicle.
Same thing for the drone project that they are so proud of. Asked what was developed inhouse for that project, nothing. Hardware and software fully by external party.
Honestly it is pretty embarrassing for an agency claiming to be in the S&T industry.

HTX needs to invest more in manufacturing capabilities such as automation, workshops, assemblies lines and servicing centers to manufacture our country’s vehicles, drones, boats and weapons. It needs to reinvent itself as a state enterprise. This will help put some of the incompetent SI out of business. Similarly dsta needs to extend its capabilities to manufacturing aircraft, submarines, tanks, frigates and drones. Look at DSO for example, it went from being a stat board to being a corporatized entity. Wait what?

What is the point of that? Police don’t need to know how to build cars to drive a police car. SAF don’t need to build their own submarines to pilot a submarine. Why waste money on learning how to build our own tech when it’s not even our competitive advantage? You’re just going to get sub par products that’ll become obsolete by the time it operationalise.
With technology moving so quickly, the smarter way is to leverage on industry and buy tried and tested products but augment for our own operations.

Not sure about the automatic driving car, but I am sure the software for the drone project is developed inhouse. Not sure where your sources are from or who you asked.
