One like to cover eyes and ears while the other is expert at sucking up to bosses. The rest who are below them not even worth mentioning. Can't make it in their original departments and got transfered to generic HR roles.

CE roles in stat boards are probably reserved for high flyers and scholars only, who rotate here and there and later become DS, PS, MP etc. So unfortunately she'll never get promoted to CE.

It was already planned that LCH would take over as CE, so he got parachuted in as DCE first.
