32 yo local male. Been in the same ministry since 2008. Now earning $7.3k. NUS Pass Degree (with merit). May I know how do I fare?

Within normal range. Usually with NS 2:2 honours with 8 years in ministry tend to be high range of AD or entry of SAD (8-10k).

MHA ( SPF) currently have opening for Head Service Quality. Any idea what does a Head SQ does and they fell under which MX? I am interested to apply. I am now 34 years, mid-career switch (10 years wording experience with no supervisory experience) and is holding a Australia degree in criminology. Any one know what is the pay I can asked for?

AD is a standard position all experienced degree civil servant will get unless you really screw up big time.

I assume that you are joining MAS. It's best that you check the substantive job grades and rate of progression with the HR Dept. MAS gives its officers inflated job titles. So you may end up with a "glorified" job title but in reality, you are rather junior in the "food chain". Ask HR the positions of those in your dept. Eg if the head of team is a DD grade, a head of a department is an Executive Director, a head of a cluster of dept is a group head ie a Assistant MD, you need to know where you stand relatively. Ask HR what your next job title is if you get promoted.
By the way, I am MX11 and my salary ceiling is up to 9K + max. I have 2 years supervisory experience. From the looks of it, you have no supervisory experience. I am not being spiteful here. Just giving you a reality check of what you are going to face when you join public service. There will be many other cattle class farmers with you. Don't think that just because you reach the ceiling, you can move to MX10. There is too much competition. You can end up stuck MX11A for 5 years or more. My 2 cents worth. Don't be angry with my honest opinion. I'm just trying to tell you to manage your expectations. And to avoid a situation where you think you're cheated to join this Stat Board under MOF, it's best that you check with HR.

wah, MX11's ceiling is 9K+?
Zhun Bo? MX11A's ceiling is only at the high end of 8K.

Head Service Quality is one of the QSM type of officers in one of the Divisional units. He/she is not the QSM for the entire ministry or one of the Home Team Departments (Police, SCDF, etc). Definitely not a MX grade 8 post.
In the job advertisement take a look at the number of years of experience required. If no experience is required, you can't expect the max pay for that post to be on the high side.

Look carefully at your past salary slips (when you were MX11). The band is reflected clearly. Or are you not MX11A so you don't even know what the range for MX11 is? Lots of trolls on this forum. Tsk tsk tsk.
