usually a one off $600 on completion of pgde. after that normal increase is $250-300 depending on performance.

No not true. Slightly less than 300 when you complete pgde. This includes both yearly and promo increment.

Keyword here is MX. Most civil servants at that level earning similar amounts are not on the MX scheme. They are mostly on the scholar schemes aka Admin Service or MA. Hence, the figure is probably referring to the farmers, whereby of all the farmers in the MX Scheme, only 1% are superscale.
