[Below is an extract from a speech by DPM Teo.

"Only 1.2 per cent of the 76,000 civil servants across all services are of the MX9 (Superscale) grade or higher, revealed DPM Teo yesterday.

This works out to fewer than 1,000 people, or one out of 83 civil servants."

[/QUOTE]

Statistically that is correct. But a more relevant statistic would be the proportion of MX scheme officers in superscale.

Yes, but this has also got to be balanced by the exclusion of a large number of PME contractors working in the public sector as well as all the stat boards, departments and quasi government units that tend to have a much lower proportion of people who get offered superscale salary.

Although they are strictly not civil service per se but still considered government sector. Everything balance out, I think it is likely that the 1 in 83 public sector PME reach superscale pay is probably quite accurate and reflective of the overall situation in Singapore.

So you mean that one can be promoted to ASP in as fast as 2 years time?

You already said it, in a dept of 100 pple, there are is only one supt (which is not a superscale position) and just 2 HTS9. So you think the chance of hitting superscale is high?
