Any idea what is a junior partner's pay at big4?

The number I gave above is for newly made partners. Those would be anywhere from 7 (for exceptional performers) to 10 PQE.

Isn't partnership almost always granted to 7PQE?

Nope, SA is usually pretty much automatic for 4PQE but not partnership.
