I sat the Part A exam in October recently as a new taker.
About 2/3 of the candidates were re-takers who failed one or more modules in the earlier April exams.

Look at the UK NQ pay, top firms pay £174k (S$290k).

How to compare?? Just comparing the lowest level of trainee lawyers, most sg firms already paying much much lower and don't even have medical leave benefits. Lowest level also stingy to pay the bare minimum. Don't make me laugh you are hoping that other levels you want to be comparable with uk and us top firms

These are the top 30+ in London. Any firms on this list that have SG offices which are paying NQs at the same scale as for London? (I'm aware not all firms stated here have SG offices).

Yes. The US/MC firms on that list pay the same scale in Sg. But other than CC obviously not if its a JLV/FLA. Eg K&L Gates pays NQs 110k in London but Straits Law doesn't even come close
