Can they reject even though they have never met you before?
Happened to me once. not exactly reject but freezed, or in their words - KIV. but then nothing happens so basically same as rejected.

It appears to me that the offer put up by HR is just to get you agree on the terms so they only need to take it for management once, instead of leaving the possibility that the candidate wants to negotiate causing more work for them.

on a related issue, how soon is it considered okay to apply to the same organisation after a failed attempt?
I applied to a sb earlier this year and got an interview, which I really messed up.

I haven't dared to apply for another position with them since then...no point since the heads already have a bad impression of me.

management in this case should be HR director level? If I'm not wrong, they will have to give the OK.

it depends. but in most organizations HR is the place that owns budgeting for new hire and it is very common that HM needs to fight for the package with HR which decides whether an offer is made and how much.

Anyone has gone for an interview at Civil Aviation Authority of Singapore (CAAS) before? Do they take very long to inform the applicants of the outcome after the 1st interview (if there's a 2nd round of interview)?

I forgot to ask them when I can approx hear from them during the interview session, and they also never say anything about "You will hear from us in XX weeks/ There will be a second interview". If the interview panel never say anything about 2nd round of interview or when I will hear from them, is it considered a kiss of death?

It depends... How many candidates went for the interview? Where you the first few or last few to be interviewed?

There are 4 candidates for that day(not sure if there are other candidates on other days). I am the 3rd person to be interviewed. However, according to the HR admin who escorted me out to the lift, she said that my interview took the longest, as compared to the previous two who went before me. That being said, it's not the quantity that determines the success but the quality of the interview yeah?

Followed up with post interview thank you note. HR said I will hear from them approx 2 weeks from now.... A part of me hopes that the reason why my interview is especially long is because the interviewers are interested to hear my opinions and perspectives. I doubt interviewers will purposely drag the interview process if they feel that the candidate has little to contribute to the organisation.
