Why not? A non-NS person with degree starts work at 23 while someone who served NS with degree start work at 25. Assuming both retire at 65, one would have 42years while the other will only have 40years of earning capacity.

they don't consider NS as work experience la. It is a form of recognition for the 2 years that were sacrificed by the NSmen, and to partially compensate for the lost earning potential/wasted prime years. It is the least that a government (that imposes mandatory conscription) can do to acknowledge the sacrifices of the NSmen that they employ.

It’s 2021. Why do some people still refuse to recognize that Singaporean men have to effectively put up 2 years of their time to protect the nation? And this sets them back by 3 years? Nothing comes for free

This practice is non existent in the private sector. In fact it's a privilege to serve 2 years of NS and being charitable to your nation. Your pay should be decided solely by academic merits or work experience and not NS status. The government should stop such unfair discriminatory practices.

I believe only a woman would say something like this.

Your career advancement is based on your merits.

However, I think there is nothing wrong for the public sector to "walk the talk" when it comes to getting companies to better recognise the obligations that NS men have. There is a very real possibility of being away from work at the "wrong time", which could lead to slower career advancement or less bonus.

That said, "recognising the two years of national service" just mean a "seemingly faster career progression", when you are comparing with your own years of service and from a warped perspective.

Doesn't it make more sense to that he should be compared with peers of the same age?
Ladies and exempted males who graduated and have 2 additional years to build up experience and 2 additional years of income. They are not getting more than their peers of the same age. They are playing catching up to match the salary, with 1 important condition.

The ministry still has to see if they are at that readiness to take up comparable roles and appointment that their peers could. Just because they are promoted to the same grade doesn't mean it is equal. Their peers of the same age (in addition to the 2 extra years of full income - please don't compare army ALLOWANCE), they also have 2 -3 extra years of increment which adds up to a lot more. Plus, when it comes to career progression, bosses will also factor in the work experience in terms of higher appointments.

If you are not satisfied with this, perhaps you can consider the private sector.

So what if it’s not common in private sector? And who says we always need to follow whichever practice in the private sector?

NS is a duty mandated by law. They are not paid full market wages but only an allowance. U want to leave it to the market to compensate for that?

Minority outliers aside (high flying scholars etc), the bulk of the civil service draws a pay that depends on their years in service more than anything else. This is because of a very rigid increment structure, time-gated promotions and small variations between MIs across performance grades (especially for Education Officers, since this thread is about them).

Since CS pay is mostly based on years in service, a compensatory mechanism for NSmen who have spent two years drawing a far-below-market allowance is not out of place.

Ranking process can be a super long and painful one. Just imagine the number of teachers in a school and the number of areas to talk about for each teacher: Subject area, CCA, Form Teacher, Committee
Yes, for ranking the YHs are involved too, to talk about teacher's work in his or her form class.
Usually ranking results won't change after cluster sup endorsement (which is another round of being questioned why an officer deserve a certain grade)
But personally I have seen an officer fight her way to perm sect...got a change of performance grade, and change sch in Nov (last day before sch hols).
