Minority outliers aside (high flying scholars etc), the bulk of the civil service draws a pay that depends on their years in service more than anything else. This is because of a very rigid increment structure, time-gated promotions and small variations between MIs across performance grades (especially for Education Officers, since this thread is about them).

Since CS pay is mostly based on years in service, a compensatory mechanism for NSmen who have spent two years drawing a far-below-market allowance is not out of place.
