Saw a very long serving HOD step down and redesginate as ST. At least 10 years or more as HOD. Is she a SEO1 or SEO2?

Can't tell based on just this info what she was when stepping down. But as ST, should be capped at SEO1.

It's not entirely impossible. There are newly appointed VPs that are not scholars or FLP. However, they would have met the right people at the right time in their careers, and demonstrated that they are ready for the job. Often they are identified early enough to catch the boat, getting job rotations along the way to diversify their experiences.
If you are not earmarked for an "automatic" career path towards it, you need to create the path yourself. Move environments to find good leaders who sync with you, apply to HQ for exposure beyond school context, find your own mentors in the fraternity and build connections / networking. Actually it's like any other job in the world if you want to move up.

Hi all, I am already blacklisted by my SLs in my current school. This year I got C- for my PB. I will like to apply for open posting. What are my chances? Will the SLs check my PB? Anyway to try build up my portfolio so that I can get out of this school?

Studied at LSE… probably a scholar.
Probably quite capable as well - there are scholars who are much slower. Luck wouldn't hurt… the factors are indeed not mutually exclusive.
