You told them you are not ready to carry the responsibility of SH at this point. Why would the school then give you a high CEP? Even if they think your CEP is HOD or higher (meaning retiring at that role), they would adjust their expectations since you are turning down higher appointments offered.

Your promotion will be slower since HR will spread your promotion out, instead of letting you hit the max GEO5 early, with no further progression.

cep is what you COULD be at the near end of it, not you must be. not all ppl will hit their CEP if they dont work towards it

And how do they decide who gets appointed as School Leaders?
Throughout the forum, people kept saying HR decides, but how do they select?
On what basis?
