The majority of people are nowhere near the ceiling. Those who are at the ceiling, are either super special, or have many years of experience, nearing retirement.
Most should probably be taking in around 10-11k, while slowly farming their increments till retirement.

exactly. I remembered a ex-hod i knew was taking home about just 10k before he retired. apparently he reached that figure for a short while before he retired. and this was just before covid. so for the rest of the HODs, I do not think they are taking home anywhere near that amount. probably VPs - 10k to 11k probably.

some of the bigger HOD portfolio allows for SEO3.
There are sometimes more complexities to this - might be high performing officers that did not clear VP interview, or nearing retirement age.

This. If you are relatively young and advance quickly for subgrades, you can be quite far off the ceiling, since you have many years of increment ahead still. Possible for VPs to draw only 8~9k if they are under 40. There are several SEO1 and SEO2 VPs.
I think increment is based on a percentage, so it kind of "speeds up" as your salary gets higher.

Yup, young SEOs get shafted pretty hard. They certainly draw higher salaries than their same-age/same YOE peers who didn't take up appointments, but they still lose out compared to the more experienced HOTs.
Not to mention that a SEO1 vice-principal doesn't get any Responsibility Allowance.

That hasn't been my experience though. The merit increments for C+/B that I was getting while drawing 3.8k-4k gross are in the same ballpark as the ones I'm getting for the same perf grades now while drawing mid-6k. The percentage is in fact dropping. Used to get over 4%, now it's more like 2.7% for a C+.
