Can anyone explain the meaning of "personal-to-holder"? Thank you.

You mean you crossed the bar by getting a C? That's weird. We had a briefing by HR and this was specifically mentioned. Get a C then can't cross bar.
Assuming salary is at ceiling of bar and get a C (not C+), does it mean next year no salary increment ie salary stuck at bar ceiling?

You are mixing two terms , bar and ceiling.
Bar is median salary within a range.
Ceiling is the max. salary or the end of the range.

If you get C and you are at the top end of the salary range ie ceiling, you will not get increment.

There is no word like bar ceiling

Fren..u r wrong...u need to get b grade for consecutive 2 years to cross the bar..else, your salary will get stuck there..bar is not median...it is to prevent non performer to idle all the way to ceiling

Promotion is not easy...to what I know..at least a B+ for two consecutive years, and good words from your boss

For pax6 to pax5, once you cross the bar, you can get promoted with 2 C+

The scale you are quoting for Pax 2 does not exist. Basically for the recent adjustment (effective from 1st sept 12), pax 2 got an adjustment of 2 % so the old ceiling only went up to around 14k.

note that u cannot comparr dd in poly vs dd in civil service or other stat board. poly structure is very lean compared to the other organisations. a dd in a poly has the job scope and responsibilities of a Director in civil service and other stat board. also a course manager in poly has the job scope and responsibilities of a dd in civil service and other stat board.

remember, in civil servive and other stat board, fresh grads are employrd at asst mgr, mgr or AD title (all are inflated title with zero personnel supervision responsibilities).
