hmmm...not so sure... as the scales overlap. So, could those at the high end of scale eg pax4 who would otherwise get 10% be given only 6% as the salary overlap with pax 3? What's should the policy be?

generally within each pax range, the lower your salary is in the pax range, the higher increment (in percentage) you will get based on the new salary increment guidelines. if you are over the bar and close to the max, then be prepared that your increment (in percentage) will be much lower than the "up to x%'.
in this case, if you are already above the bar but below the max for pax4, then your increment should be significantly smaller than 10%. and yes, those in the lower end of pax3 would probably get close to(or up to) 6%increment. the outcome of the salary increment is like this:
if you rank everyone's current pay from highest to lowers in your poly/ ite in one row; after the adjustment everyone would be in the same position after the salary increment.

Going by your reasoning, there is no difference by giving a flat percentage for all... ?

flat percentage means everyone moves exactly the same (percentage). in this case the adjustment is different percentage at different parts of the payscale though the overall ranking is the same.
not involved in the salary review so cant comment on why this is decided. im only highlighting how the salary adjustments will be made.

If u study the adjustment, the new max salary ceiling increase about $40, $500, $700 for pax 6, 5 and 4 respectively. The given % increase up to 4, 8 and 10% for pax 6, 5, and 4 respectively. So given condition that three personal of pax 6, 5, 4 currently hit their old ceiling. After new adjustment, the pax 6 may increase only $40 only, pax 5 may still get $300-$400, the pax 4 can get couple of hundred. Don't understand how they get the basis of adjustment for different pax
