boss said that promotions are given to only 1 or 2 from the department from pax 5 to pax 4. Most of us are above the bar.

Pax4 lecturer is considered senior lecturer. Typical rating of 3 is nothing unusual and comes with 0.75-1month performance bonus. The base salary at pax4 is already quite high.
