It's a double whammy. PSD is trying to shrink the force, so there won't be as many new positions, at the same time the old timers aren't leaving so soon. So the glut of people waiting for promotions is gonna get longer and longer.
I suspect that is the reason behind the recent change from the usual 2 'B's to now an unknown amount of consistent good performance.
They can't promise you the promotions because everything is so in flux and up in the air.

lol, I got 6 years of Bs before I got promoted! Now at the next grade (for three years), I am not seeing any Bs despite putting in more effort than before and taking on more projects. I really do not know how the ideas that getting a B is automatic promotion. I think if you get A or B+, than you are in the line for promotion within the same years or next year.

2023 was 3.8. This year 3.96.
