I think they are talking about promotion here and not about Perf Grade. These days, even getting B doesn’t guarantee promotion.

Scholars matter yes. The question is.. How many estabs above you available?

Some ministries have so many old scholars/farmers that there is virtually no slot for younger staff to move up. None of these folks will retire or leave because they can't.

Now that we are shrinking, this is not going to be getting any better.

Across the board, they are/will adjust the number of scholarships given out, number of people on leadership tracks etc. But we will only see the effects decades down the line. Your point about progression for folks slowing down is very valid.

Does everyone in the same pay grade and same pb grade get the same pb quantum?

Same, precious quantum was 2.76 now only get 2.44.
Same job grade
