just curious, what’s the role for Deputy Director when it comes to our grading? Our manager will recommend to DD then DD will fight for our grades? Who has more power in determining your grading?

Your division has quota. So bellcurve again like in uni. Certain % will get A,B,C,C- etc.
The issue is that it doesn't always depend on performance. Sometimes there are staff that "need" to promote like your scholars or PSC people.
The A and Bs will be given to them first. Then whatever remains given to the good farmers etc to promote. So the rest will get sacrificed.
If your department also has only 1 opening for promotion, but one is a scholar and one is a farmer, usually the scholar will get it and the farmer will eat the C.

C is the grade to tell you promotion is not happening in the next 2-3 years if you already had your default promotion.
Now you want to promote cannot get C or below for any of your years. B will be given for promotion year. But if you zhong a C then you can forget about promo anytime soon.
