Your division has quota. So bellcurve again like in uni. Certain % will get A,B,C,C- etc.
The issue is that it doesn't always depend on performance. Sometimes there are staff that "need" to promote like your scholars or
PSC people.
The A and Bs will be given to them first. Then whatever remains given to the good farmers etc to promote. So the rest will get sacrificed.
If your department also has only 1 opening for promotion, but one is a scholar and one is a farmer, usually the scholar will get it and the farmer will eat the C.
