It is very difficult to change your CEP with the new system because there are too many people in service. So it is no longer 2 Bs, but "consistent performance". The reason it has become this vague is because nobody really knows what the benchmark is. It heavily depends on your consistent performance, whether your boss fights for you and whether there is even any quota left after the scholars take their spots.

What kind of scholar must you be? President's scholar? PSC scholar? Or is regular ministry scholar also counted to have higher CEP (or equivalent)?

PSC scholar is the most protected/safe one. The rest you need to be loved by your boss and your bigger bosses.
Some ministries are scholar blind because there are too many. So in the end being a scholar doesn't mean much.

Consistent performance is akin to how well you can consistently bootlick and curry favour with your superiors bah. It's government after all. Good work is rewarded with more work. Hard work is rewarded with harder saikang.

spoken true to my heart. not sure if all organisations are the same. primary job scope performance does not translate to ranking. in their eyes, primary job scopes are equal and only additional 'projects' or 'organising events' is the differentiation. good people are overworked, bad performance are given a pass.
