Why did u think is impossible ? In the audit, Compliance and risk space, local banks are paid as well or higher than foreign banks. My peers in US and European banks arnd my age are earning lesser than me in total compensation as they did not get 20-30% increment in 2 years and their bonus range from 1-2 months. UOB is 3-6 months for average performance cost centre.
I feel that if u are looking at elite roles such as IB, Trader, Economist, PB, the reputable tier 1 banks pay much higher than local banks. But if u are talking about support function like tax, finance, tech, operations, marketing, audit, compliance. U are extremely ill-informed, local banks are super generous with bonus and as u u nego a high base when u joined them, I dun think u will lose out to peers same age group same role in top banks.

Are the numbers on mycareersfuture the actual pay range for the role:

They have a wide range between $15,000 and $25,000 per month for the above role. At the upper end it looks a a lot higher than what's quoted in this thread for a monthly salary!?
Is it actually $25k per month in cash (plus bonus) or do they prorate the estimated bonus to get to that $25k number?

no, it is monthly basic salary only. the range is just for reference. usually the offer will be based on your current salary and yoe, interview performance.
generally you have higher chance if your expectation is falling at 30%-70% range. as a hiring manager my team's compensation also fall within this range.
It is possible to hit the upper end but you must be extremely excellent. Hiring manager will think twice why he offer you much more than(or maybe highest pay) his best subordinate.

and in this case, I think it is a SCB band 5 role, equal to VP or SVP, means hiring manager freely to hire a VP with 16k, or a SVP with 23K. depends on candidate's yoe, current salary, interview performance, the actual budget, etc.
