Don't think so. I promoted twice and both times are around 3-4% only. I think 4% is just the normal promotion increment.

I'm thinking, or the next grade u promoted to has very small gap range with your current one

If not, I think best to talk to your ISM or respective RO

U have very high job grade is it? Only explainatjon that u have low increment despite its a promotion

No lah, different person. Nowadays Fresh Grad join as D is already higher than 5.5k
