I think work in progress. Besides, not everyone also announce what they are doing. Could be agency specific or secret project but ultimately doesn't need to announce to whole of govtechies.

I know in 2022 a SWE with only 2 years ish of experience got 14k and got hired as senior SWE at OGP. Honestly MOF should go investigate their salaries lol.
OGP or indeed pay higher?

True.
Most of the products that Govtech released are all wrapped with vendors' solutions lol, and market it as part of some techstack.
