Why are u surprised lol. LTA deals with railway systems which is a niche industry. HDB is just building typical residential flats.
Special skill set requires higher salary to retain talents, thus higher pay.
Come out from LTA most often than not need to take pay cut when comparing annual packages, unless u move up to take a higher role.

Senior management all waiting to retire once their age hit the cap. Why will they be in turmoil lol.
The middle management who are selected to go up and lead in the future, are those who should be dreading seeing how their competent guys are leaving after getting trained up.

dont think so, usually salary adjustment is reserved for annual increment if im not wrong
