Depends on position you are applying for. If DD then most likely.

Anyway, MAS offers stability in the sense that it is govt. But there are tons of **** spinners here that may just destablise your mental health anyway. Just ask those who quit

It's only certain departments and certain divisions within that department la. You look at the departments with very high turnover you can tell liao.

Isnt it just a term? A movement to a higher grade is in substance a promotion

Higher chance of being in category of promotees is positively correlated with increased opportunities to do good work. The intended outcome can be guessed by what comes before
