I would like to enquire what are the pay scale of Deputy Director, which falls under MX10a/MX10b and in some cases under MX9?

It depends on market conditions. Check the letter which confirms your promotion. In this case there are promotion increment and merit increment.

$6000 to $8000! You know that Senior executive is a junior post here in Singapore?

I have seen a few posts by users fresh out of uni with starting salaries of 4.5k - 5k as MX13. I understand that these might be positions in "specialised" ministries / SB, but how would the salary progression look like for these people? Is the only difference being that they will reach the salary ceiling for MX12 much faster, and future increments will therefore have to depend on their promotion to MX11 and beyond?
