Yes but dun think the life is easy please. Basically they do the same amount of work as scholar but get lesser pay and end career point not the same.
The gov career landscape has changed a lot since the past . Certain group of people in cs really dun deserve getting high pay for the work they put in. But there are also another pool that deserve every single cents as they are selfless in their job and cares for the nation.
And cs is getting more and more competitive . Dun think of coming to cs to enjoy slack life and good pay.... If u lucky enuff u may get la ...

maybe he is economist? the guy at the networking event last year told me they start at 4.8k.

There is a possibility that he's earning that much (6k+ close to 7k), though it will also depend on his starting salary to begin with. Like what the earlier poster suggested, if he's an economist and started with 4.8k, it is highly possible and doable to reach close to 7k in 4 years time. Plus there was a MA back in 2011, when the lower the grade you're in, the higher the percentage of increment.
To share with others, I'm a farmer currently in Ministry. Same age, earning close to 5k. Not on any programme nor any special scheme, and started with a salary of 3.5k. Job hopped once from Stat board to current Ministry.
