He also say suggested potential switch to mgmt track in a few years to come, but not sure if this is just say-say to keep me hanging also.
Should I leave or should I be satisfied with where I am?

how many years of exp do you have? if you're a female, i assume it's 6yrs of exp for 4k? that's kinda low. if male, 4 yrs of exp for 4k? also kinda underpaid.

I have similar situation like you before, you should join GovTech, probably you can check with GovTech folks is there any headcount available.

I would think that your performance grade depends on when you joined your ministry as well. If you had only worked for one year, say January 2021 onwards it is difficult to justify a grade more than a C as the ranking cycle is clocked from August 2020, to August 2021 (around there) for the upcoming PB. This would mean that the months of work you had done is only 8 months. That's my perspective.
Also depending on your years of experience, 4k may be considered low. Am unable to tell if it is due to the SGUNITED contract.

For issue 2, it could be possible that the time you spent in your min wasn't a full year under the ranking period. The ranking is done for work done from August 2020 to August 2021 (I can't remember the actual month). If you had joined anywhere later than August 2020, you would have considered to work less than 12 months, and that could be why your RO had difficulties justifying for a higher grade.
