U will get ur increment as u renew ur contract. Normal to get contract basis nowadays. Its nv a iron rice bowl these days tho stability is still there. U can check the pay range in pac@gov when you join the svc.
Generally mx11 mx12 pay range overlap each other, you could be a mx11 but has lower salary than a mx12 who is near the ceiling

I think not by default. I have seen MX12 people joining with CEP at MX11 initially, especially for big agencies.
