Unlikely. If you're a non scholar, Cambridge, Oxford, Stanford don't mean anything to them.

They differentiate pay by class of honours.

Yes, very common. In fact, MX11A is rather common as well. These are grades where everyone get easily (just a matter of time in service) and where farmers get struck in.

It depends largely on CEP. Usually 2 consecutive years above C would qualify one for promotion. Whether one gets it or not depends on his/her CEP (i.e. whether he/she is due for promotion). If not, then no matter how many Bs, still no promotion.

I have 9 years of experience in private sector and got an offer for a MX11 position.
Not sure if this is fair grading. Was told MX10 is meant for section head role.

How long does a slightly above average performing farmer take to reach MX10 or entry level DD?

Doesnt matter if you are performing well or not. Just dont perform at a level where they will sack you. You will default to their standard progression rate. Which is after 4 years.

Mine wasn’t the normal AM or M track so is a bit difficult to gauge. Anyway, I received my offer. From verbal offer to official offer, roughly 2 weeks.

Anyone knows what is the salary range (min-max) for these 3 grades in the Civil Service below?

(1) MX13(I),
(2) MX 13, and
(3) MX 12

It might blow your mind to know that different places pay differently for those grades. And many factors go into determining whether you are at the upper or lower range of the payscale at each grade.
