That’s for sure…. LTA engineers are a joke in the industry…all are generalist engineer…normally can’t find job after leaving LTA…..

Stucked at MX11
I’m a non scholar degree holder, 40yo female stuck at MX11. I’ve reached the salary ceiling and my boss will not promote me as there is no vacancy for MX10 onwards. There are too many scholars rotating into my dept. every time there is vacancy, a scholar will rotate in to take up the position.
Should I leave and go another civil service. However, I reached salary ceiling, unless I’m being offered a higher grade else I will still be stuck at the new place.
Or should I continue to farm at the existing place and maybe wait 5 yr for next promotion. I’m a constant B performer.

What is your ceiling salary. Are you at SB or MIN? If MIN, the next grade is 11A.. not 10

Stucked at MX11
In SB, the ceiling cap for MX11 is about $8k.
Doesn’t matter there is MX11A or MX10 because no promotion means no promotion.
Do you mean to say that in MIN, no vacancy also can promote to MX11A/ MX10?

Better leave soon, don't get stuck there for too long. Next time want transition to other jobs will be hard.

In Ministry, also need to have vacancy before promotion can happen. But if a B in SB is as hard as it is to get in Ministry, there's no reason why your workplace isn't looking to promote you because capable people are hard to find.
In short, it may very well be your SB problem (i.e. they are not recognizing/promoting internal talent as much as they should be). If you are confident of your abilities, definitely seek your fortunes elsewhere.

I suggest to stay and farm, u are already 40, new place need make new colleagues, new office politics, learn new scope. Plus new place might not easily get B yearly for PB. So i suggest stay put and hold on. I know no increment sucks, but at least ur PB makes up for it.
