Actually the purpose of that document is to inform how they gonna structure the 1 year TC and what actually are the requirements to complete right? Not implying that they are gonna do it anyways, but why would they address pay there?

Well, they also addressed leave (up to 18 days apparently), period TC must be completed by (12 months TC within 18 months), standard of training (all the guidance on the seats, etc.) which are all part of the original concerns

Pay is one of the fundamental concerns here (as was leave). Why don't they address this?

Instead, they go and propose something literally no one asked for: a moratorium for TC offers to law students (which they say isn't even something that law firms need to abide by lmao)

This fixation on a moratorium, which serves very little purpose and for unconvincing reasons (I read the CPTL recommendation report), is an artefact of the student-initiated "gentlemen's agreement" (read: unenforceable) moratorium that they used to implement in NUS and SMU law schools. Which, by the way, OSU grads never had to honour. Laojiaos will know about this.

Somehow this concept got indoctrinated into the minds of lawyers and the legal industry in general, and has now found its way into the CPTL's recommendation.

Knowing the pushback from industry players, it's much harder to advocate for effective measures on substantive changes that actually matter, like pay. Instead, it's easier to fixate on other trivial measures like moratorium which don't actually help.

what percentage of defamation suits eventually reach the court in this day and age where everyone sues each other for defamation

The rest of the trainees to be, just focus on your TC and get your 1-2 PQE minimally

I call BS on this. Ours last year was 17k - 18k+. Slight variations across the other big4s. 25k is so wildly off…cool story bro.

Sorry 25k/mo includes bonus so total comp for the year was close to 300k. I assume yours is similar?
