Depends on your standards.
For big 4, absolutely yes. Get it when the window opens in Y3S1. Getting it after is very unlikely or still possible if you're going for the one of the unpopular departments.
Small and mid firms are more flexible. If you're aiming for that / not of a big 4 calibre, you can wait if you like.
Also, summer internships for local firms are not as important as you think because local firms rarely convert from their intern pool (it does happen if a partner takes an especial shine to you and will look out for you come application season, but this rarely happens from what I've seen).

If you're aiming for a good firm, extremely.
If any old firm is fine, doesn't really matter when.

Think Big 4 retention this year will also be hit.
No one's doing well in this economy. Even liti juniors are worried about keeping their jobs.
May jump and do insolvency, at least there's a constant flow in bad times.

Why are there so few local grads who make partners at the big international law firms based in SG? Would it not make more sense to hire locals, since they are based in SG after all??
