I wish to know if this kind of dynamic between partners and associates are common. I understand this might be the case if you have worked with the partner for a very long time, but I am quite new and have just joined this practice.

I think you need to grow some balls. You are there to serve and make money for the partners. Who care about guidance and mentorship? Does that add to the billables? No.
This is how you will be treating your juniors in 2-4 years time anyway and the cycle repeats.

Whether your firm has an international tie-up is basically irrelevant to the hiring decisions of top international firms.

Really? I thought the tie ups would make the firm more recognisable to those top international firms.

Lol please, you think an international firm will prefer an associate from Lee & Lee over an associate from an SC team in Drew simply because of the HL tieup? International firms are more sophisticated than you think and know the local market well.

Top paying Singapore Law Firms (SG$)
NQ 90,000
1PQE 102,000
2PQE 120,000
3PQE 139,200
4PQE 160,800
5PQE 182,400
6PQE 204,000
7PQE+ 222,000+
Is this accurate for local firms? This is taken from Taylor Root's 2022 private practice guide. They say it includes bonuses (i.e. total comp)

Actually, which part of the report mentioned that the figures here relate to total comp? Assuming B4, my understanding is that the figures here point more accurately to the salary+frontload bonus structure (excluding the 1-2 months of bonus).

Technically it is correct, but just remember that you are counted as 1PQE from Jan after your call (usually in Aug), so you're only considered NQ for a few months. Essentially, your first year's salary is actually calculated based on the 1PQE salary listed above.
