Then seem like its later stage, properly after the second interview.
Make sense to submit all relevant doc like certs only after you have been "selected" else waate everyone time.

applied for the position on the 1st March(last day for the application is 2nd March), interview is on the 15th, after that asked me for my latest payslip and cpf statements on the 18th, offered me the job on the 29th, negotiated for higher salary and got the revised salary offer today.

You can go back to post in this thread sometime in early 2020. Someone mention clear first round likely will be accepted. The second round with higher mgmt is just a formality.
By the way, can i ask your first round is informal interview? + the call you receive they mention will have a second interview?

Yes. I received an email from someone from the team. The first round is informal with the team and the Deputy director. At the end of interview he did mentioned that if I’m shortlisted for the second round of interview, HR will be the one contacting me instead.
