some agencies/stat boards are quite flexible in promoting and rewarding long service staff. Some people get promoted to fake/nominal titles like 'Senior' Assistant Director. These people are drawing MX9 pay because they've reached the required amount of years put in but a DD post isn't vacated or available yet. I've personally seen some cases in my own office and yes i've actually seen their pay grade in the orbat chart (which was accidentally attached in an email sent to me). They do indeed draw mx9.

Now, have you ever seen a 'fake/nominal HOD' around? Statistically speaking its just works against you. There are only so many HOD posts in one school, with 70,80 teachers all clamouring for that few positions. In ministries and stat boards AD/SAD/DD's are dime and a dozen.

Agreed to all which u said.

But it is very hard to get into MOE HQ, or for that matter, any ministries. Who wouldnt want a regular job that is less stressful and pays decently. It is much easier to become a teacher instead.

fyi, the pay ceiling for normal foot soldier teachers is only $7400/=. assuming you never get promoted to SH or HOD in your teaching career. compare that with the $8,9 or even 10k ceiling that farmers might achieve in the ministries/stat boards if they stay around long enough.

Worst sometimes within the 1-2 years they are 'acting HOD' their HOD mentor leave or principal change and management let someone else be HOD then all the acting HOD time all go down the toilet liao.

SAD on MX 9 is new to me. I know of DDs who are on MX9. I also know of Dir who are only on MX10, but I suppose these are people earmarked for eventual promotion. SADs on MX9 is really a good deal.

in my ministry

MX 11....SAD, AD
MX 10....DD and a handful of Dir
MX 9.....definitely Dir already.

I understand that in some places where there is only a Dir and AD heading a huge department, the latter could be a superscale.

the sad reality is that promotions across the civil service are never uniform. factors like whether your boss like you, the HR ethos/culture/established practice in your own agency also take precedence.

For purposes of this discussion lets completely ignore AD's like those in MTI which are all fresh grads.

When I talk about AD's and SAD's i'm referring to those guys who are 1 level below DD. And yeah SAD at MX9 is a freaking good deal. There might be informal arrangements like co-chairing and shared responsibilities between the DD and SAD lah but officially in my place SAD's are effectively drawing MX9 without the official responsibilities of a DD.

I have to say of course that even though my agency practices this, they only do it sparingly. Out of 5 or 6 AD's waiting to get promoted they usually only "fake" promote to 1 or max 2 to SAD.

And also scholars will progress much faster than anyone else.

The recent corrupt CPIB officer is also AD. DPM and press said that he is very senior officer. Is he also a super-scale? On the other hand, some said ADs are just fresh grads. So is he really that senior or not?
