I'm curious as to why there's a range though. How is it determined?

last yr was C 1.45mths

Seems like the previous scale is more accurate

No, you could be given a C+ or even a B depending on what the ranking panel and most importantly, what do the SLs feel about the impact of your work.

Only 3 years in GEO 4 & all along C+, I would think you have to wait for quite a while
