telephone interview - an obsolete tactic

since like some international company in Jurong island are still using this phone interview tactic for collecting data in pay structure.

And I'm being fall into it. sorting out candidates at the expense of operation dept. How are they gone get key or, skilled personal if it's unwilling to pay. Whats worst, they are hiring for their new site.
