Thing is for part time/DL degrees, you would have a slight disadvantage vs the local/overseas degree holders in terms of getting through the interviews. ie: you gotta be more impressive.
MSO positions usually for poly dip holders..
How about private companies?

I do not have any luck with private companies as I worked with different agencies (all govt) in my working life. 
My recent portfolio is with a VWO (of course meagre pay) and thus even moving in to be MSO is definitely much higher pay for me.
