usually for non promotees it is 3.5-5%, promotees 5-10% varies widely and it depends on the ranking

Sounds about right. There are outliers. Some managers recieve less than $100 for increment. Usually that's a sign they are to leave.

Possible, but you need blessing from your boss and your big boss.

Not just that, almost nobody in contracts is on PSLP (small amount of them in programme planning). Most are in engineering teams. So your career progression up is limited just by being in contracts.

And even if pslp, it's sectorial.
