scrapped might not be the best way to describe it since it wasn't removed but instead folded in to the base pay, hence higher base pay.
higher CPF contributions also means you get additional 17% into your CPF as well.
at the end of the day, it is all about perspective and ones' priorities, whichever matters more to the individual based on the circumstances

1. No 13th month, no civil servant bonus/ Only PB.
2. PB is low. Average is 1.5 months, at best 2. For downturn years, there will also be reduction of PB.
3. As per all Gov job, there is no medical hospitalization benefit except for additional 1% to Medisave.
4. Increment is slow and low. Some poster had explained. AD is lvl 12 and 11. Assoc is lvl 13. Fresh Grad are given Trainee Officer grade for 1 year but title is also Assoc. Increment is 3 - 5% or so. Promotion on higher grade might get closer to 10%.
5. Turnover is relatively high. Most younger officers hang around for 2-3 years. Go figure.

Agree.. loads of boomer in the foodchain so promotion is slow.. spiderman abounds, so they cling on whatever work they can get until they get noticed and move up... periodically they helicopter scholars in for higher management, so farmers cant move up. turnover is high at junior level and remuneration is so-so.
good time to stay during covid, but better plot to leave when covid subsides.

You can check glassdoors for the range it's quite accurate. $5000 to $8000 but not sure what the higher level AD is getting

Associate $4000. prob few hundreds every year for 3 years until they reach AD $5000. Btw MAS use the term redesignation, not promotion.

Fake unless you count promotion + MI + pay revision.
