it also avoid putting a spotlight on the salary for Grade 8-2. so either this group also get an adjustment but the message has stayed silent on it, or this group don't need an adjustment as their salary had been competitive all along.

Maybe there is another message for the Grade 8-2? Believe G8 is still designated DD but likely to hold a leadership appointment already.

Grade 8 and above is exclusive group which determines pay of others. The letter from MD is meant to address peasants.
