Saw this thread. I am not in CS but i sense this a general service expectation level in Singapore where no one will be willing to discuss issues with an staff given a title of Assistant Manager in Singapore.

Banks also have the same issue for their front line staff serving customers.

True but lets be real here, how many % of the public sector "directors" actually are front line and serve customer directly regularly, maybe 5% max?

It has more to do with people these days want to get promoted fast and look good in CV and when they involve in social setting. Obviously nobody can keep paying and promoting normal average staff, so HR just come up with fake titles and name cards to satisfy them lor.

My side is standard if u have a degree come in straight away manager, 2-3 years later become senior manager and another 2-3 years later become assistant director.

It is funny that the elite refer to themselves as Administrative Officers while the rest of the peasant non-scholars call themselves Directors.

I tend to agree. I'm from one of the educational institutes and there are too many directors and deputy directors in the organisation - too top heavy I feel. And they are not cheap.

Of cuz lah. there was a salary adjustment last year. and an additional mx11a tier was introduced.

Great, can share the latest scale ... been trying to find it but can't seem to track it. Is there any adjustment to the salary based on the 2011 scheme? Have the CS adjusted the salary for all the grades?

In 2012, the salary range in the table were adjusted with an increase of 10% for grade 12 and 11, and 5% for grade 10. The salary for all three grades went up again, this time by 5%, in 2014. From these market adjustments, one can guess the latest salary range.
